Do You Need a Dumpster Permit? Sioux Falls, Tea, Brandon & Harrisburg Guide

By the Dump Dynasty Team · Last verified October 12, 2026

In Sioux Falls, a dumpster in your own driveway doesn't need a city permit. If it sits on a city street for more than 24 hours, you need a $15 permit from the City Engineer, posted on the container. Tea is different: every dumpster needs a city placement permit, even on private property, and you must apply 3 working days ahead.

The short answer: driveway vs. street

On your own driveway in Sioux Falls, you do not need a city permit. Tea is the exception: every dumpster needs a placement permit, even one that never leaves the driveway. For Brandon and Harrisburg, check with the city or call us at (605) 937-5430. We did not find an official driveway rule in either town, and we are not calling that a confirmed "no."

A street, sidewalk, or alley is public right-of-way:

  • Sioux Falls: a construction dumpster left on a city street for more than 24 hours needs a $15 permit, posted on the container.
  • Tea: a street permit is issued only when a private spot is not reasonably feasible.
  • Brandon and Harrisburg: check with the city or call us at (605) 937-5430 before you book a street placement.

Driveway placement is the easiest option, and it is what Tea's code requires whenever a private spot will work. The truck needs about 22 ft of straight clearance and 23+ ft of overhead clearance, on a hard, level surface. Dimensions are in the 20-yard dumpster size guide. That is the only size we rent.

Sioux Falls dumpster permit rules

When you need one

Sioux Falls City Code §77.009 bans leaving commercial or construction equipment or materials on city streets. One exception covers items tied to a construction site that stay longer than 24 hours. The owner or lessor gets a permit from the City Engineer's office and posts it on the container. The fee is $15, under Code §77.009(c)(7). The same $15 appears on the city's 2026 Public Works Permits & Fees list as "Parking Commercial Vehicles or Materials in ROW Permit."

A dumpster in your own driveway does not need that permit. Booking a dumpster rental in Sioux Falls with the only open spot at the curb? Plan on the posted permit if it will sit there more than 24 hours.

How to apply

Contact Public Works / Engineering at [email protected], or City Center at 231 N. Dakota Ave. The application form and the lead time are not confirmed here. Confirm both with the city before you count on a street drop.

Street closures are a different permit

A street-closure or block-party permit is separate, and it needs 10 business days. A dumpster at the curb is not a street closure. The closure rules are on the city's right-of-way closure page.

Tea dumpster permit rules (stricter)

Tea City Code §111.20 and §111.22 (Ordinance 221) require a permit for any dumpster on a street, on public grounds, or on private property. A roll-off in the driveway counts. Apply to the Zoning Official at least 3 working days before we deliver.

The private-property fee is waived. The street and public-grounds fee is set by City Council resolution. Confirm the amount with the city. The code also sets a separate fee for placing a dumpster with no permit. That amount is not confirmed here.

Tea will not issue a street permit unless a private spot is not reasonably feasible. If the driveway can take the container, that is the placement the city wants.

The ordinance requires each provider who applies for a dumpster permit to post a $1,000 bond for damage to a street or public grounds. The bond is on the provider, not the homeowner. Call (605) 937-5430 and ask how we handle it. We have not confirmed here whether that bond is posted, or whether we file the permit for you.

How long a Tea permit lasts is not confirmed here. Check with the city if the rental might run long.

Delivery notes are on our dumpster rental in Tea page. The city's form is the Placement Permit for Dumpsters and Portable Storage Units (PDF).

Brandon dumpster permit rules

Brandon's Engineering Design Standards, Chapter 3, require a Public Right-of-Way Permit for any construction or installation in the public right-of-way, through Building Services. We found no Brandon rule that names dumpsters. Check with the city at 605-582-6515, or call us at (605) 937-5430.

For a private driveway, we found no official rule requiring a permit. Check with the city or call us at (605) 937-5430. A Brandon fee and lead time are not listed here, because we could not confirm them. Delivery notes are on our Brandon dumpster rental page.

Harrisburg dumpster permit rules

Harrisburg's 2020 codified ordinances forbid placing any property of any kind in a street, alley, right-of-way, or sidewalk. We found no dumpster permit process in that code. Check with Harrisburg Public Works, or call us at (605) 937-5430, before a street placement. A fee and lead time are not listed here.

For a private driveway, we found no official rule requiring a permit. Check with the city or call us at (605) 937-5430. Delivery notes are on our Harrisburg dumpster rental page.

HOAs, alleys, and tricky placements

HOA rules are separate from city rules. A spot can be fine with the city and still break your covenants. Check them before delivery day. Alleys and sidewalks count as public right-of-way. Don't treat them like a driveway.

During spring thaw, mid-March to early May, stick to the driveway. Soft ground and a loaded container leave ruts. In winter, push snow off the placement spot before we arrive.

How Dump Dynasty helps with placement

Bring up placement when you book. We'll help you choose a spot that fits the truck. Whether we pull the permit in each town, and who pays the city fee, is not confirmed on this page. Ask when you contact us at (605) 937-5430, or request a quote and describe the spot. Towns beyond these four are on our full service area page.
